The new Second Amendment
A victory for gun owners
In the watershed decision of District of Columbia v. Heller, the Supreme Court recognized an individual right under the Second Amendment to keep and bear arms for defensive purposes. The photograph at right depicts respondent Dick Heller as he picks up his handgun registration from the Washington, D.C., Metropolitan Police headquarters.
